Proper assessment and understanding of terrorism and its causes should be taken into account while developing governmental and international policies. Certain forms of terrorist activities, their methods, and tactics are objectively determined by different conditions in a particular state or region of the world. These days, terrorism is constantly evolving and acquiring new expressions, and this deserves the adequate response on the part of the world community.

Modern terrorism is a powerful structure with appropriate equipment, financial, and economic opportunities. Military conflicts in Afghanistan and the Middle East show that modern terrorist and extremist groups are capable of waging wars and participating in large-scale armed conflicts jeopardizing lives of millions of innocent civilians. Currently, Syria is facing this appalling reality. Modern terrorists are increasingly using methods of intimidation, eliminating political opponents, putting pressure on public authorities, breaking their activities, using violence to satisfy certain social, regional and economically advantageous interests. Economic, social, political, ideological, inter-confessional, interethnic, and psychological conflicts are exacerbated and complicated by extremists. Therefore, understanding the nature of terrorism and elaborating effective means of combating terrorist activities become a prime challenge and urgent task of modernity.

The reality dictates the urgency to combat terrorism jointly. Regardless of its manifestation and scale, terrorism has turned into one of the most dangerous problems encountering humankind in the twenty-first century. All activities aimed at combating extremism can be conditionally divided into force and legal, external and internal measures. The majority of governments prefer to fight consequences of terrorism solely by force and mainly within borders of individual states. However, incessant violence on the part of terrorist groups proves inefficiency of this approach and constantly reminds the global community of the need for effort consolidation and combination of antiterrorist measures of all kinds. Only common efforts can cease the spread of terrorism, and ensure effective functioning of critical infrastructure, and peaceful life of communities.

State authorities commonly address consequences of terrorism individually by using force methods. Instead, in order to ensure peace, the global community should unite efforts of all civilized states, reveal and prevent causes of terrorism, establish respective efficient governmental and international policies, and apply the synthesis of legal and security measures towards terrorist groups.
