Other concerns about the security of nuclear weapons have been expressed in newer nuclear powers with less stable governments, such as Pakistan, but in each case, the fears have been addressed to some extent by statements and evidence provided by those nations, as well as cooperative programmes between nations. Many people are concerned, however, that nuclear weapons security has deteriorated in recent years, and that terrorists or others may try to get control of nuclear weapons, militarily usable technologies, or nuclear materials and fuel.


Dirty bombs, which use conventional explosives to disseminate radioactive materials over a vast region, are another prospective nuclear terrorism threat. A "dirty bomb" would not generate a nuclear explosion or release enough radiation to kill or damage a large number of people if it was detonated. However, it might create significant disruption and necessitate possibly costly decontamination operations as well as additional security spending.
