Educational History of UK and Digital Development in the Last Decade

Education has changed dramatically in the last decade. This article looks at the history of educational reform and digital development in the UK. The Newsom Report was issued in 1977 and highlighted the disparity between the achievement of average and below-average students in the UK. Spare time slot for Students

The school meals agreement, introduced in 1967, removed the obligation of teachers to supervise children during lunchtime. There was also the establishment of middle schools in West Riding of Yorkshire and Bradford. In 1969, the Education (Scotland) Act was passed, which amended the previous education legislation affecting young people. The 1970 Education (School Milk) Act extended free school milk to juniors at middle schools. Eventually, the number of polytechnics in the UK increased to thirty.


Education Reform Act

In the 1980s, the Education Reform Act introduced a number of reforms to the education system, notably the National Curriculum Framework, and the DES Circular 6/81, which forced local authorities to review their policies. On 11 April of that year, the Education Reform Bill began debates in the Lords. On 26 May, the Employment Act was passed, addressing training for employment and restricting trade union practices. In 1989, the Manpower Services Commission has renamed the Training Commission. In the same year, the Higginson Report recommended changes to the sixth form curriculum.


Foundation of Universities

In the early twentieth century, the British government introduced various reforms to the education system. The University of London was founded in 1861 and became the first central labour college in the UK. Then, the University of Liverpool was founded in 1895. The Child Guidance Council recognized maladjustment. The 1903 Education (Provision of Meals) Act extended powers to provide food to undernourished elementary schoolchildren. The 1911 Acland Report argued that the examination system be simplified and that the government should spend more on books.

Digital Development

The development of digital technology in the UK has led to the creation of new educational models. In the 1960s, the British government established the Open University. In this institution, the BBC partnered with local universities to create university courses. The BBC radio programs involved oral communication, whereas the television programs did not use lectures but instead focused on common formats of general television and the unique 'affordances' of broadcasting.

Reforms for Undergraduate Education

Undergraduate education has been largely state-funded since the 1960s. However, top-up fees were introduced in October 1998. Since then, fees up to PS9,000 a year have been imposed. In addition, many of the country's best universities are now regarded as members of the Russell Group. These universities are included in university league tables produced by private companies.


The league tables are meant to cover the whole UK. In the 1980s, Margaret Thatcher's first government passed the White Paper on Special Educational Needs. This followed the recommendations of the Warnock Report. The same year, the Government also passed the Education (Schools and Local Government) Act, which amended local legislation and grant provisions. In 1902, the Education Act and Board of Education Act were introduced. This legislation ended the practice of inspections without notice and mischievous deductions from the grant. The socialists also promoted the introduction of kindergarten methods.


The government was also concerned about the education of children and youth, and began taking steps to change the way schools were delivered. The 1993 Education Act, based on the recommendations of the National Curriculum Council (NCC), replaced the National Curriculum Council with the School Curriculum and Assessment Authority. In addition to this, the Act introduced new regulations concerning the curriculum, including a definition of'special educational needs'. The government subsequently amended the National Curriculum to accommodate the new system.


Education Act

In the early 1940s, the British government passed the Education Act, which changed the age for leaving school. The 1946 Education Act made miscellaneous changes to the 1944 Education Act. The Education Act also included the 'Clarke Report', an inquiry into the transition from school to independent life. On the 27th March, the Education Act was passed, introducing the School leaving age to 15 years. The London School Plan was submitted to the Minister of Education in 1949.

The UK had a number of significant changes. In 1964, the Labour Party voted to abolish the eleven-plus exam and place public libraries under the Secretary of State. The same year, the National Health Service introduced the Certificate of Secondary Education (CSE). In 1965, the Education (Scotland) Act amended the previous legislation to allow for the establishment of a unitary system of higher education. In 1967, the Government adopted the Universities and College Estates Act (UCE) which made changes to the way universities were governed.
