You may be exempt from coronavirus-related travel restrictions if you have family in Canada. You might even be able to witness moments like 父母团聚移民 (Parents Reunited and Immigrated) who are temporary residents of Canada.
Family separation policies are in place at Immigration, Refugees, and Citizenship Canada (IRCC). However, some conditions make it difficult for foreign nationals to travel, even see family.
Coronavirus-related public health measures apply to all non-essential visitors to Canada. You must present a negative COVID-19 test when you arrive at the border. You must quarantine for 14 days before visiting your family. There may be some leeway for compassionate reasons, but otherwise, you must show a border officer a quarantine plan. It should outline where you intend to stay and how you intend to obtain necessities such as food, groceries, and medicine.
If you are flying, you must stay in a government-approved hotel while you await the results of a COVID-19 test. This period could last up to three days, and the fees are non-refundable.

Members of the immediate family of Canadian citizens or permanent residents
Suppose you are an immediate family member of a Canadian citizen or permanent resident and wish to visit Canada to see your family. In that case, you must plan to stay for at least 15 days.
Immediate family members include any of the following people:
- A spouse or common-law partner; a dependent child; a dependent child of a dependent child; a parent or stepparent; and a guardian or tutor.
- If you want to travel for less than 15 days, you must have a non-discretionary reason.
- Members of a Canadian citizen's or permanent resident's extended family:
- You must meet the same requirements as immediate family members if you are an extended family member of a Canadian citizen. En or a permanent resident.
- However, even if you are travelling from the United States, you must have written authorisation from IRCC to travel.
- You can accomplish this by requesting that a member of your family (a Canadian citizen or permanent resident) complete an application for authorisation and statutory declaration form.
- The following step will be for you to sign this form. Your family member must also sign the form solemnly (before a Canadian official is legally authorised to receive one) to be 父母团聚移民 (Parents Reunited and Immigrated).
- The written authorisation must then be requested. You will need the completed form and proof that your family member in Canada is a citizen or permanent resident to do so.
Immediate family members of Canadian temporary residents:
If a family member is temporarily residing in Canada, you may be permitted to visit them as long as you are an immediate family member.
You must demonstrate that your travel is not arbitrary. For instance, you may be moving in with your spouse or common-law partner. However, you cannot travel for tourism, recreation, or entertainment.
