Brief Guidelines for Obtaining AERB Licence and approval

The Atomic Energy Regulatory Board (AERB) is a statutory body under the Department of Atomic Energy, Government of India, responsible for regulation and safety oversight of nuclear and radiation facilities in the country. 


AERB deals with various activities starting from the construction of a new facility till the permanent closure of an existing one. The regulatory functions of AERB license can broadly be classified into two: i) authorizing construction and operation of new nuclear/radiation facilities and ii) periodic safety review of existing nuclear/radiation facilities.


What is Atomic Energy Regulatory Board (AERB)?


The Atomic Energy Regulatory Board (AERB) is a statutory body of the Government of India under the Department of Atomic Energy, empowered to regulate and supervise all activities undertaken by the Department of Atomic Energy and its constituent units in the areas of nuclear power, radiation safety, reactor research & development and nuclear fuel cycle in order to ensure the safety of public, workers and the environment.


The Board was set up in 1983 under the Atomic Energy (Regulation and Control) Act, No. 45 of 1962. The Chairman of AERB is a whole-time Member and is appointed by the Central Government. The Headquarters of AERB is located in Mumbai.


AERB has three main functions:


The AERB Board formulates safety codes and guides, which provide the broad framework for regulation of nuclear and radiation facilities in India. The Board formulates regulations for licensing of nuclear and radiation facilities, transport of nuclear materials, radioactive wastes and irradiated materials. The Board is also the licensing authority for radioisotopes, sources and radiation facilities.


  1. To regulate and supervise activities in the field of nuclear and radiation safety.
  2. To promote research and development in the field of regulation of nuclear and radiation safety.
  3. To perform such other functions as may be assigned to it by the Central Government.


The Board is assisted by four Committees, viz.,

 

  1. the Executive Committee, 
  2. the Radiation Safety Committee, 
  3. the Reactor Research & Development Committee and 
  4. the Fuel Cycle Committee.


The Board has also constituted an Expert Group on Nuclear Safety, which is a standing committee to advise the Board on various matters related to nuclear safety.


The Board has been vested with the following statutory powers:


  1. To make rules for the regulation and control of nuclear and radiation safety.
  2. To formulate standards for the safety of workers, general public and the environment from the hazards of ionising radiations.
  3. To register and grant licenses for siting, construction, operation and decommissioning of all nuclear
