In 2019, CMS introduced significant changes to the requirements regarding restraints. Notably, the term "LIP" (licensed independent practitioner) was replaced with "LP" (licensed practitioner), enabling Physician Assistants (PAs) to write restraint orders in states where they are considered dependent practitioners.


To ensure compliance, any physician or provider who orders restraint must receive training in the hospital's policy. Both CMS and the Joint Commission mandate that hospital staff receive annual education on restraint and seclusion interpretive guidelines. CMS emphasizes the importance of ongoing restraint training, highlighting that training provided during orientation alone is insufficient. In fact, CMS has dedicated ten pages specifically to training requirements.
