The EU Commission is currently working on a proposal that would make autonomous robots to "electronic entities" which would mean that they and their owners would have certain rights and have certain obligations. It would also mean that companies who use robots instead of people would be required to declare how much they saved on not having to pay social security contributions for their "employees", ie robots. Representatives of the robotics industry is however critical of the proposal that is being taken forward by the EU Commission. Patrick Schwarzkopf from the organization VDMA including representing major German companies such as Siemens and Kuka Robotics says in a statement: "That we would create a legal framework with electronic person - that's something thatcould happen in 50 years but not in 10 years.
