Japanese medicines have a new workflow process lead by Fujitsu.

Japanese have easy access to new medicines, whose prices are decided by the government and subsidised by the country’s public health insurance system. However, that may change. Japan, confronted with the ballooning cost of caring for an ageing population, is introducing a cost-effectiveness test for drugs as a means of capping prices. There are no plans to deny care for patients of any age. However, limiting the prices of innovative but costly treatments might chase new drugs out of the $86 billion Japanese market, drugmakers say.

The Japanese government estimates that public medical spending could surge 75 percent to 68.5 trillion yen ($624 billion) by 2040.

In light of Japan's rapidly aging society, the country's government is promoting "data health reform" with the intent of extending healthy life expectancy, and seeks to create an environment where effective support can be easily obtained so that individuals can maintain and manage their health, and prevent illnesses from increasing in severity. However, personal data, including medical information, is currently stored in a wide variety of locations, and no environment can manage it in an integrated manner. This creates a hurdle in the development of services offered by companies and organizations seeking to provide services to individuals.

Anticipating the use of personal data, which includes medical information, Fujitsu began a research project in 2013 regarding the platform for managing health and medical information. The company is undertaking initiatives to promote healthy living and personalize medicine through the use of ICT, and started to develop a practical healthcare ICT platform in 2015 that integrated information from the fields of medicine, caregiving, and health. Fujitsu also conducted field trials with organizations such as regional authorities and pharmacies, to create cross-industry services using health and medical information.

Fujitsu recently announced the development of Fujitsu Healthcare Solution Healthcare Personal service Platform, a platform-as-a-service (PaaS) for the integrated management of consumer-facing offerings based on health and medical information. The new service can aggregate and integrate an individual's personal health record, enabling the safe and secure storage and use of such health and medical information. The Healthcare Personal service Platform has been made available since 13 February 2019.
